Action plan

Expectations:

The Union Parishad hopes to reduce poverty through the creation of productive employment, expand infrastructure, create modern irrigation management and drainage facilities, establish social justice, achieve prosperity in the agricultural sector, create opportunities for access to improved education and healthcare, reduce gender-based discrimination, and achieve self-sufficiency through improved communication systems. Where the public will be able to live comfortably, safely, and peacefully, and the people of all areas of the union will be able to travel and communicate freely.

(Objectives of the Five-Year Plan:

We know that almost half of the people of Bangladesh live below the poverty line. Their access to basic amenities is limited. The condition of the people of the Union Parishad is no different from that of the people of the rest of the country. Initiatives have been taken to formulate a sound plan to improve the standard of living by reducing the poverty of the people of this area. The main objective of the five-year plan of Rampal Union Parishad is to reduce poverty by using the Union Parishad's own resources and the money allocated to the Union Parishad by the government in an integrated manner according to the needs of the people and on the basis of privilege. The specific objectives of the five-year plan are as follows:


1. Ensuring transparency and accountability of the Union Parishad and increasing the efficiency of the Parishad through the formulation and implementation of area development plans with the participation of public representatives;

2. To achieve planned development of the union with the aim of meeting the basic needs of the people at all levels;

3. To create partnerships between the Union Parishad and nation-building institutions to ensure service delivery according to the needs of all people;

4. To increase the productivity of irrigation management, drainage, crops, animal resources, fisheries, etc. in the area through the provision of planned services and cooperation;

5. Creating opportunities for better education and health services and increasing the capacity of the people of the area to receive them; and

6. Increase inter-communication within each union and ensure improved communication between the union and other union councils.

Planning process and techniques:

Several steps have been followed in the planning process, through which Chandpur Union Parishad No. 9 has been able to formulate a five-year plan book.

First: A committee consisting of council members and competent government officials has been formed to formulate a five-year plan, subject to the approval of the Union Parishad meeting.

Secondly: The Planning Coordination Committee reviewed the sources of resources and cash flow. Subsequently, this committee, in consultation with the UP Secretary, officials of various departments assigned to the Parishad, and the relevant standing committees, prepared a resource picture; which later helps in preparing the Parishad's draft integrated plan and possible budget.

Thirdly: The Union Council Standing Committee has been activated and the government manpower has been made responsible, identifying sector-based problems and assessing needs through ward assemblies. Next: The Planning Coordination Committee has collected needs/suggestions from the Standing Committee, accepted the above plans and prepared a comprehensive plan based on them.

Fourth: The Planning Committee presented the draft plan to the Parishad meeting for detailed discussion. Then: The Union Parishad called for the Ward Council to discuss the draft plan again in 9 wards. The participants in the Ward Council listened to the draft plan and again expressed their opinions. Finally, the Parishad is giving final approval to the plan.

The concerned project implementation committee will be responsible for the implementation of the project. Based on the decision of the Union Parishad meeting, the concerned nation-building institution will take necessary measures to implement the project. As a result, instead of taking small projects, opportunities will be created for inter-ward development planning and project implementation.

Resources and their sources:

The sources from which resources will be drawn to implement the development projects of the Union Parishad are as follows:

  1. Union Parishad Development Assistance Fund
  2. Revenue surplus;
  3. Funds of various departmental programs/various projects transferred to the Union Parishad;
  4. A fund created by donations from local wealthy individuals to implement a prestigious project.
  5. Land development tax 1%
  6. Kabikha, Kavitha, etc.
  7. Donor organization
  8. Private organization

Limitations of the Five Year Plan:

As the first five-year plan at the union level, this plan has some limitations. These are as follows: There is a lack of information on various sectors at the union level, so it is difficult to analyze the current status of the relevant sector and set targets. Due to the lack of any outline for the preparation of the five-year plan at the union level, doubts have been observed in the minds of the officials of various departments at the initial stage. Due to this, more time has been spent on preparing the plan. And since all the government officials at the union level have not been fully devolved to the council, it is not being worked on efficiently.

Social status and development plan of the union:

A. Education Development:

The importance of education for national progress and positive changes in socio-economic conditions is immense. The foundation of creating well-educated and good citizens for a developed, skilled and conscious nation-building is quality education. To achieve this, the responsible officers and teachers of the union have continued their efforts. Along with this, the government's stipend program, recruitment of quality teachers, distribution of free textbooks, construction of safe infrastructure, and primary school development project activities are also being implemented as usual. The activities of forming effective SMC, providing school management training to head teachers have been properly carried out. The plans have been taken with special importance to encourage teachers and students to ensure quality education, creating awareness at the guardian level, infrastructural development, and coordinating with the school management committee.

B. Healthcare and Family Welfare:

Providing healthcare is a constitutional obligation of the government. The constitution states that 'one of the fundamental responsibilities of the state shall be to achieve a gradual increase in productive forces through planned economic development and to achieve a solid improvement in the material and cultural standard of living of the people so as to ensure the achievement of the following: (a) Provision of the basic necessities of life including food, clothing, shelter, education and medical care.'' The Bangladesh government has been investing adequately in building institutional frameworks and strengthening health and family planning services to achieve this goal. In this regard, special attention has been paid to the large population living in rural areas. Although the population growth rate has decreased compared to the past as a result of the implementation of various family planning programs by the government, the population growth rate among the poor is still high. The average life expectancy of the people of Bangladesh has increased compared to the past. In this context, the population growth rate is still high. If the population growth rate cannot be reduced, it will become difficult to meet the food and other needs of a large population.

C. Safe water and hygienic toilets:

Public health is always at risk if safe water is not provided. Similarly, the importance of ensuring the use of hygienic toilets is equally important. The Upazila Parishad will take necessary measures to provide assistance to the people of the union to provide safe water for drinking, bathing and other uses, and to encourage and create opportunities for the use of hygienic toilets. In carrying out the mentioned activities, the Public Health Engineering Department will produce and distribute arsenic-free tubewells and ring slabs to the people. If the tubewells are damaged, it will provide assistance in repairing them. The Public Health Engineering Office will provide technical assistance through the Union Parishad to test the arsenic status of the tubewells used by the people.

D. Union agricultural system

Since the eighties, farmers of Bagulat Union used only urea as chemical fertilizer. At present, farmers have been accustomed to using balanced fertilizers through extensive publicity and motivation. As a result, soil health protection and crop production have increased at an expected rate. In order to meet the food needs of the increasing population, efforts and processes to increase agricultural productivity must be continued. The main goal of the development of this sector is to achieve food self-sufficiency in the area by accelerating crop productivity and providing surplus food to the food deficit areas of the country.

In addition, farmers will be supported according to the potential of the area to encourage farmers to diversify their crops. Farmers will be encouraged to train in improved seed conservation and crop rotation according to soil type. Integrated pest management and supply of agricultural inputs (fertilizers, pesticides, seeds) at fair prices will be ensured. Monitoring activities will be strengthened to ensure the supply of electricity and diesel so that farmers can continue to provide irrigation during the irrigation season, necessary measures will be taken to eliminate waterlogging of agricultural land, and measures will be taken to effectively conduct paddy procurement campaigns under government initiative so that farmers get the right price for their produce.

Necessary initiatives will be taken to convert one and two-crop lands in the area into three-crop lands through small-scale water resource management. In addition, farmers will be encouraged to use surface water to reduce dependence on deep tube wells for irrigation. Efforts will be made to develop roads with Growth Centers in each village to support marketing in agricultural work.

E. Livestock Development:

It is engaged in providing vaccinations for livestock and poultry to the people, medical activities, advice on setting up livestock and poultry farms, supply of grass seeds and cuttings for the production of improved varieties of grass, development of hot  breeds through artificial insemination activities, poverty reduction projects through self-employment in livestock and poultry farming and distribution of loans to poor and needy families under microfinance and training on livestock and poultry farming. The main objective of livestock sector development is to increase milk, meat, egg production and skin and supply by encouraging the raising of improved varieties of livestock and poultry.

F. Fisheries Resources Development:

Fisheries play a role in our nutritional needs and employment of the people. The main goal of fisheries development in the area is to meet the nutritional needs of the people by increasing the total production of fisheries. Activities such as distributing loans to fish farmers to increase fish production in the union, providing advice for renovation after inspecting ponds, inspecting and providing advice to hatcheries and nurseries for the production of quality and standard fry, developing and providing advice to implement the Fisheries Act, markets, environmentally friendly fish warehouses, hatcheries and nurseries, and improving the socio-economic conditions of fishermen by releasing fry in open water bodies, etc. are being implemented regularly. The main goals of this sector development are to take measures to conserve and expand income-generating fish species and provide training to encourage scientific fish farming, identify and preserve natural breeding grounds, ensure the availability of improved fish fry, provide assistance for the prevention and treatment of fish diseases, and take measures for seasonal fish farming by building infrastructure in floodplains and providing security for fish in natural wetlands.

Sports are very important for the physical and mental well-being of people. Sports are considered one of the main elements in the development of moral character, physical and mental health and discipline of a nation. That is, there is no alternative to sports in the formation of disciplined human resources. It is necessary to develop Bengali language, literature and culture by nurturing Bengali culture and embodying the values of the Liberation War. Apart from this, in the era of information technology, keeping society free from the invasion of foreign cultures has become a challenging issue. Local government institutions should be used effectively and efficiently to ensure public participation in sports development activities.

Keeping these issues in mind, the following objectives have been set in the five-year plan for the development of sports and culture in the union:

· Providing patronage for the development of traditional sports in present-day Bengal,

· Providing support for the development of sports infrastructure such as school sports,

· Arrange sports suitable for girls,

· Maintaining a list of talented and potential players in sports and coordinating with national level initiatives where necessary,

· The practice of literature and culture to enhance the Bengali language,

· Encouraging educational institutions to celebrate National Day with due dignity and effectively,

· To develop public libraries in rural areas and encourage people to use libraries.


Participation in sports and cultural activities is very important for the youth, as it helps in their physical and mental development. Our youth are suffering from depression due to various reasons. For their healthy growth, literature and culture need to be developed.

H. Environmental development and tree plantation

The main goal of environmental development is to ensure that people can live comfortably and safely. As a result of the development of various sectors, air, water and land are gradually being polluted. In addition, unplanned construction of roads and dams results in waterlogging. Such assurance will be given that any project of the Union Parishad will not have an adverse effect on the natural environment. Measures will be taken to keep the area free from harmful smoke emissions from brick kilns and vehicles. Social afforestation activities have been developed naturally on both sides of houses and roads. In addition, currently, there are various fruit trees including mango, jam, jackfruit, guava, various species of forest trees including shishu, mahogany, karai, minjuri, acacia and various species of medicinal trees including neem, behera, arjun, tetul and extensive bamboo bushes in the area.

9. Union's communication/infrastructure system and development plan:

An effective communication system is a prerequisite for the initiation and sustainability of economic development. An effective communication system increases economic benefits and competitiveness, reduces costs, and increases exports. The government is implementing various measures to develop the transport network. Bangladesh roads and road transport have become the main means of transport for various reasons such as speed, flexibility, and market accessibility. The road network of Bangladesh is formed by a combination of national highways, regional highways, police station connecting roads, growth center connecting roads, union connecting roads, and rural roads. The construction of roads, bridges, culverts, and embankments is very necessary for the development of the union and the development of the inter-ward communication system. The main objective of the Five Year Plan is to carry out necessary repairs and renovations to keep the existing infrastructures usable and to build new infrastructures to improve the communication system.
